Dr. Franklin Foster is a native of Gaffney, South Carolina and is the superintendent for Colleton County School District located in Walterboro, South Carolina. Dr. Foster began his career as an elementary school teacher and was later named an assistant principal. He also served six years as an elementary principal and was executive director of personnel and employee quality prior to joining Colleton County School District as their Director of Human Resources.

Dr. Foster is committed to ensuring students have many opportunities during their public school education to be college and career ready. This is evident in the small rural school district he leads through initiatives such as, the elementary and middle school Robotics program, promoting science, technology, engineering and mathematics (STEM), the success of four New Tech academies (two at Colleton County High School, one at Bells Elementary and one at Colleton County Middle School) and his commitment to exploring and expanding innovative educational opportunities to students.

Dr. Foster holds a bachelor’s degree in education from Limestone College, a master’s degree in education and education specialist degree in administration. He earned his doctorate in educational leadership from Nova Southeastern University.

Dr. Foster is a member of Limestone College Board of Trustees and other county board organizations in the district. Dr. Foster also participated in the 12th class of the Riley Institute at Furman University’s Diversity Leaders Initiative during 2017.
